if you go for a lot of investors then I mainly build around the bank and powerplant. Trains can't cover everything or it quickly becomes a mess. The first time we build crown falls we could remove half the power plants after a while because the palace gave such a boost. The palace can give big boosts to the range of public buildings. I'm not sure there is a good city layout for crown falls with the palace.
